Can Growing Community Backlash Quiet the AI Data Center Boom?

The opposition against US data center development is increasing swiftly as the industry starts one of its biggest AI infrastructure expansions, leading to concerns about community approval’s significance in deciding the construction of new projects. This information is the latest update from DataCenterOpposition.

An analysis reveals that there are currently 1563 local organizations protesting data center initiatives in over 40 states, an increase from 268 groups in April and only about 76 in late 2025. The organization believes that these groups, combined, consist of over 525,000 members – approximately seven times the number it monitored half a year ago.

These statistics are derived from DataCenterOpposition. Data Center Knowledge’s analysis of nearby Facebook groups has not been independently confirmed by com. The AI development faces opposition from the community.

The quick expansion occurs as hyperscale developers keep unveiling AI campuses in terms of gigawatts, not megawatts, utilities are adjusting their long-term demand forecasts upwards, and transmission planners are investing billions to meet the anticipated electricity needs of AI. According to recent reports from Data Center Knowledge, developers are venturing outside of conventional regions in order to find suitable power, space, and utility resources. Bloomberg has indicated that over 50% of the data center projects planned for 2026 in the US are likely to be delayed due to issues related to permits, area designation, power acquisition, and inadequate supplies of equipment.

In contrast to the initial figures, SemiAnalysis points out that the numbers include both active construction and speculative announcements of gigawatts, suggesting that the effect on ongoing projects is significantly lower. Additionally, Data Center Watch revealed that during the first quarter of 2026, at least 75 projects worth approximately $130 billion were either obstructed or slowed down – this marks the highest quarterly figure since 2023.

It appears that developers are increasingly prioritizing community approval. A study conducted in June involving 156 hyperscalers, colocation providers, neoclouds, developers, and chip companies for Bloom Energy revealed that although power continues to be the most important factor for site selection in the industry, “community scrutiny” has become one of the fastest-growing hindrances to new development.
