US DoD seeks partner to build $4bn “mission critical facility” and data center in Alabama

The US Department of Defense (DoD, also known as the Department of War) recently released an advanced notice indicating plans to create a crucial command and control center along with a data center for the US Space Command. The announcement was made on Sam. The Air Force Civil Engineer Center (AFCEC) is seeking a Design-Build Contractor (DBC) for the command and control facility (C228F) project, which involves designing, constructing, fitting out, commissioning, and accrediting the USSPACECOM C22026F.

This 202026,22026 sq ft (229,22026 sqm) facility will be located on 64 acres at the Redstone Arsenal Army base in Alabama. The mission-critical facility and its supporting data center will accommodate around 1,800 personnel and are estimated to cost approximately $4bn. However, the expected size of the facility and data center remains undisclosed.

The command and control center must include radio frequency shielding, high-altitude electromagnetic pulse protection, a sensitive compartmented information facility, and redundant, resilient infrastructure. The chosen company will have until December 2031 to complete the project.

Applicants must be US-based organizations with Top Secret Facility Security clearance and a track record of successfully managing projects of this scale. The deadline for submitting applications is December 15, 2025. Redstone Arsenal is a United States Army facility located in Madison County, Alabama.

More than 75 tenant agencies call it home, such as the US Space Command, NASA’s Marshall Space Flight Center, and the FBI. The site serves as the main hub for testing and developing the Army’s missile initiatives. The US Space Command, which was reestablished in 2019 with a primary emphasis on combat operations, is responsible for military activities in outer space.

The plan to move the US Space Command headquarters from Colorado Springs, Colorado to Redstone Arsenal has been under consideration since 2021. In 2025, after experiencing multiple setbacks, President Donald Trump declared that the relocation process would indeed occur and reach completion by 2032.
