The European Chips Act is the industrial policy Europe needed. It finally treats semiconductors as a matter of economic security, and it points in the right direction.. Europe’s Chips Act is a serious move, but no demand, no supply chain.

However, ambition has never been Europe’s problem. Fabs do not win you semiconductors; demand does. It’s the applications, products, and design houses that give a fab a reason to exist.

No government can legislate sovereignty into being. Sovereignty only appears years later, as the reward for owning the parts of the value chain that nobody else can replicate or route around.. So, the Act is a strong opening move, but it is still only an opening move.

Whether Europe grows real demand and homegrown innovation is what decides if it becomes a durable advantage or just a well-funded headline.. What the Chips Act Is Trying to Do. The European Chips Act, formally Regulation (EU) 2023/1781, is Europe’s response to chip supply shortages and the strategic dependency exposed in recent years.

First, it aims to translate Europe’s strong research base into manufacturable technology through pilot lines, design infrastructure, and competence centers. Europe has long been strong in research but weak at scaling to volume.. Second, the Act tries to attract and assist strategic manufacturing capacity.

That includes wafer fabrication, advanced packaging, power semiconductors, and first-of-a kind facilities. Recent European projects involving TSMC, Infineon, STMicroelectronics, GlobalFoundries, and others show that Europe is building a broader industrial footprint, not just one or two showcase fabs..

There is, however, a structural tension underneath this ambition. Europe could deploy a leading-edge fab tomorrow, but it lacks sufficient domestic defense demand, hyperscalers, PCB manufacturers, system houses, and fabless design houses to absorb that output. Without local demand, those wafers flow straight to the US and Asian markets.

Building capacity without building demand risks turning Europe into a subsidized contract manufacturer for other regions’ chip architectures.. Third, the Act creates monitoring and crisis-response mechanisms. The next shock may not look like the last one.

It could come from logistics, energy, export controls, or geopolitics. A policy that cannot see the supply chain early cannot respond early.. Why the Policy Is a Good Attempt.

The Chips Act correctly recognizes that semiconductors are not just another technology sector. They underpin automotive, defense, AI, energy, medical, and telecom systems. Losing access to chips means losing industrial autonomy..

It has global strength in lithography, automotive semiconductors, power devices, and world-class R&D, giving Europe real bargaining power in the global semiconductor system. Consider lithography alone: every advanced chip manufactured anywhere on Earth (by TSMC, Intel, or Samsung) depends on EUV systems of European origin that no other region can produce.

That is a chokepoint, and chokepoints are the currency of semiconductor geopolitics. Europe also accounts for roughly a fifth of global GDP, representing an enormous latent demand for AI products and services. Whether Europe turns that gravity into a real application layer, or keeps importing technology stacks designed elsewhere, is the whole ballgame..

Semiconductor Supply Chains Are Deep, Fragile, and Specialized. The biggest issue is that a semiconductor supply chain is not a straight line. It is a dense network of specialized dependencies.

A fab in Europe still needs wafers, gases, photoresists, EDA tools, photomasks, substrates, advanced packaging, test capacity, and committed customers. This is why semiconductor sovereignty is harder than it looks. A region can announce, subsidize, or even build a fab, yet still remain dependent on external choke points. True resilience comes from qualified second sources, local process knowledge, customer volume, and years of yield learning..

There is also a sequencing problem that most policy models underestimate. A sustainable semiconductor ecosystem does not begin with fabs; it begins with demand. The logical build order is applications first, then products, then chip design, and only then manufacturing capacity.

Each layer creates the pull that justifies investment in the next. Skipping to manufacturing without the upstream demand layers is like building a port before any ships exist to dock there.. Europe’s natural strength is not full self-sufficiency.

Full self-sufficiency would be too expensive. Europe’s better strategy is strategic indispensability: own enough critical parts of the value chain that the rest of the world must include Europe in any stable semiconductor architecture.. Bottom Line.

The European Chips Act is a serious and necessary move. It puts semiconductor capability at the center of Europe’s economic and security strategy, and it comes with real money and real projects.. But the Act should not be judged only by how many fabs Europe attracts.

It should be judged by whether Europe can build the demand that makes those fabs worth having: the AI applications, product companies, and chip design houses that generate the pull for a multi-tier supply chain. Materials, tools, packaging, test, and workforce all matter. But they follow demand.

They do not create it.. So, here is Omdia’s view. Europe has made a good first move.

The next one isn’t more fabs; it’s demand. Cultivate the AI applications, the chip-design startups, and the product companies that give manufacturing a reason to be here. Leverage belongs to whoever owns the proprietary products and IP that the world has to buy.

Supply-chain depth matters too, but it’s the second move, not the first. Build the demand, then build the supply chain to serve it.. Get this wrong, and Europe builds fabs for other people’s innovation agendas: a subsidized manufacturer with no real leverage.

And even strong demand leaks value abroad if there’s no supply chain depth beneath it. Get the order right, though (demand first, depth close behind), and Europe can build genuine resilience and finally earn the sovereignty everyone keeps talking about..
